The Central Administrative Tribunal (CAT) was not set up during the Prime Ministership of Lal Bahadur Shastri. It was actually established in 1985, well after Shastri`s term, during the Prime Ministership of Rajiv Gandhi. Therefore, statement 1 is incorrect.

Statement 2 is correct. The members of CAT are indeed drawn from both judicial and administrative streams. The tribunal consists of a Chairman and members who are appointed by the President of India from those who are or have been, or are qualified to be, judges of a High Court, and officers of the Central or State Governments. The members thus have both judicial and administrative expertise.

So, the correct answer is option 2, "2 only," which states that only the second statement is correct.
