In India, the management of aircraft hijacking is governed by the National Anti-Hijacking Policy and the Anti-Hijacking Act, 2016. The crisis management framework follows a three-tier structure:

• Aerodrome Committee (AC): Established at every airport and chaired by the Airport Director, it is tasked with the "hands-on" crisis management at the local level when a hijacked aircraft is on the ground.
• Central Committee (CC): Chaired by the Director General of Civil Aviation (DGCA), it provides technical support and acts as a link between the airport and the government.
• Committee of Secretaries on Aircraft Hijack (COSAH): Chaired by the Cabinet Secretary, it is the apex body for high-level policy decisions, negotiations, and overall crisis management.

While the Cabinet Committee on Security (CCS) provides strategic direction, the immediate operational responsibility at the airport site rests with the Aerodrome Committee.
