The basis of the failed Gandhi-Jinnah Talks of 1944 was
Explanation
The Gandhi-Jinnah talks of September 1944 were held to break the political deadlock between the Indian National Congress and the Muslim League. The talks were based on the Rajagopalachari Formula (C.R. Formula), which proposed that the League support the demand for independence and cooperate with the Congress in forming a provisional government. It suggested that after the war, a plebiscite would be held in Muslim-majority districts to decide on the issue of separation. Jinnah rejected the formula because he wanted the Congress to accept the Two-Nation Theory first and objected to the idea of a plebiscite involving the entire population of those districts, rather than just Muslims. He also opposed the provision for joint administration of essential subjects like defense and commerce.
