Explanation
The Border Roads Organization (BRO) is under the administrative control of the Ministry of Defence. Established in May 1960, the BRO was originally created to accelerate economic development and strengthen defence preparedness in strategically important border areas [2]. Historically, while the BRO functioned under the Ministry of Defence, its budget was reflected in the demands for grants under the Ministry of Road Transport and Highways (MoRTH) until the 2014-15 fiscal year [1]. However, via a Gazette Notification dated January 9, 2015, all matters relating to the Border Roads Development Board and the BRO were officially placed under the Ministry of Defence in the Government of India (Allocation of Business) Rules, 1961 [3]. This shift was intended to improve efficiency and provide closer oversight for strategic infrastructure projects [1].
