The Central Vigilance Commission (CVC) was established in February 1964 by an executive resolution of the Government of India [2]. Its creation was based on the recommendations of the Committee on Prevention of Corruption, popularly known as the Santhanam Committee, which operated between 1962 and 1964 under the chairmanship of Shri K. Santhanam [1]. The committee was tasked with studying the problem of corruption and suggesting remedial measures. Initially, the CVC was neither a constitutional nor a statutory body; however, it was later granted statutory status following the enactment of the Central Vigilance Commission Act, 2003 [3]. The commission serves as the apex vigilance institution, monitoring all vigilance activity under the Central Government and advising various authorities in planning, executing, and reforming their vigilance work [3].
