If the Prime Minister is a member of the Rajya Sabha
Explanation
According to the Indian Constitution, a Minister (including the Prime Minister) has the right to speak and participate in the proceedings of either House of Parliament [2]. However, Article 88 specifies that a Minister can only vote in the House of which they are a member [2].
