Section 24 of the Right to Information (RTI) Act, 2005, exempts certain intelligence and security organizations from its purview, except in cases involving allegations of corruption or human rights violations [3]. These organizations are listed in the Second Schedule of the Act. According to official records and the Second Schedule, the National Security Council Secretariat, Assam Rifles, and the Border Road Development Board (BRDB) are specifically listed as exempted organizations [2]. While the Border Road Development Board (the apex body) is exempted, the Border Road Organisation (BRO), which is the executive arm, is not listed in the Second Schedule of the RTI Act. Therefore, information can be provided in respect of the Border Road Organisation as it does not fall under the statutory exemptions provided to the other three entities mentioned in the options.
