The Inter-State Council (ISC) is a constitutional body established under Article 263 of the Indian Constitution to facilitate coordination between the Centre and the States [1]. While the provision for such a council existed since the Constitution's inception, it was not formally established for several decades. The Sarkaria Commission on Centre-State Relations (1983–1988) made a strong recommendation for its creation to strengthen federalism [3]. In pursuance of these recommendations, the Janata Dal government led by V.P. Singh officially notified the establishment of the Inter-State Council on May 28, 1990 [3]. The Council is chaired by the Prime Minister and includes Chief Ministers of all states and Union Territories with legislative assemblies as members [4]. Other commissions like the Punchhi Commission (2007) also reviewed Centre-State relations but were established much later than the ISC's formation [5].
