The Kamraj Plan was a plan formulated in 1963 by the then
Explanation
The Kamaraj Plan was formulated in 1963 by K. Kamaraj, who was then the Chief Minister of Madras [c1][t3]. Concerned that the lure of power was distancing Congress leaders from the masses and that continuous office incumbency was weakening the party's organizational strength, Kamaraj proposed that senior Congress leaders should resign from their ministerial posts to dedicate themselves to party work and rejuvenation [t2][t3]. Prime Minister Jawaharlal Nehru accepted the proposal, leading to the resignation of six Union Ministers (including Lal Bahadur Shastri and Morarji Desai) and six Chief Ministers, including Kamaraj himself [t2][t5]. The plan aimed to restore the party's prestige and focus on grassroots connectivity rather than administrative power [t3][t6]. Consequently, Kamaraj resigned as Chief Minister and was subsequently elected as the President of the Indian National Congress in late 1963 [c1][t2].
