The Pradhan Mantri Sahaj Bijli Har Ghar Yojana, popularly known as the Saubhagya Scheme, was launched in October 2017 with the primary objective of achieving universal household electrification [2]. The scheme focuses on providing last-mile connectivity and electricity connections to all un-electrified households in rural areas and poor households in urban areas [5]. It aims to replace the use of kerosene for lighting by making electricity available 24x7 [4]. The Rural Electrification Corporation (REC) serves as the nodal agency for its implementation [5]. While other schemes like Pradhan Mantri Ujjwala Yojana focus on LPG connections for BPL households [5], Saubhagya specifically targets the power sector to ensure every willing household in India has access to an electricity connection [2]. By March 2021, states reported 100% electrification of willing households identified under the scheme [3].
