The Right to Information (RTI) Act was enacted by the Parliament of India on June 15, 2005 [t1, t5]. While certain sections regarding the appointment of Information Commissioners and the constitution of commissions came into force immediately, the remaining provisions of the Act came into full force on the 120th day of its enactment, which was October 12, 2005 [t1, t2, t7]. This landmark legislation replaced the Freedom of Information Act, 2002, and aimed to promote transparency and accountability in the working of public authorities [t2, t4]. The Act empowers citizens to secure access to information under the control of government departments and established the Central and State Information Commissions to adjudicate appeals [c3, c4]. Consequently, the year 2005 is recognized as the year the RTI Act came into force [c1, t9].
