The Planning Commission of India was established in March 1950 through a resolution of the Government of India [c1][c2]. It was an extra-constitutional and non-statutory body designed to formulate integrated Five-Year Plans for economic and social development [c5]. By design, the Prime Minister of India served as the ex-officio Chairman of the Commission [c3][t1]. Consequently, Pandit Jawaharlal Nehru, who was the Prime Minister at the time of its inception, became the first Chairman of the Planning Commission [c5][t3]. While the Deputy Chairman acted as the de facto executive head, Nehru presided over the meetings and provided the vision for the country's planned economy [c3][t7].
