The Mansabdari System was introduced by the Mughal emperor, Akbar, in India. This system of ranking and salary was based on a numerical value called `mansab`.

Option 1, Afghanistan, is incorrect because this region did not have a system that was related to or resembled the Mansabdari System.

Option 2, Turkey, is incorrect as well. While Turkey had a feudal system during some periods of its history, it was not the model for the Mansabdari System.

Option 3, Mongolia, is the correct answer. The Mansabdari System was borrowed from the system followed in Mongolia where Akbar`s ancestors hailed from. They used a similar system of administrative and military ranking. Akbar adapted and established it in India to consolidate his empire.

Option 4, Persia, is not correct. Although the Mughals were greatly influenced by Persian culture, the Mansabdari System did not originate from Persia.
