Statement 2 is incorrect because Article 66(2) explicitly states that the Vice-President shall not be a member of either House of Parliament or of a House of the Legislature of any State. Although the Vice-President presides over the Rajya Sabha, they do not hold membership in the House and do not have a right to vote except in the case of an equality of votes (casting vote) as per Article 100.
