Who is competent to order transfer of the supervisory officers of the Central Industrial Security Force ?

Under the Central Industrial Security Force (CISF) Act, 1968, the Central Government is the competent authority to order the transfer of supervisory officers. According to Section 4 of the Act, the Central Government appoints the Director-General and other supervisory officers (which includes ranks from Assistant Commandant upwards). As the appointing authority, the Central Government (Ministry of Home Affairs) maintains administrative control over their postings.

This is further clarified in the CISF Rules, 2001. While Rule 14(1) grants the Director General general powers to transfer members, Rules 14(2) and 14(3) specifically restrict the powers of the Inspector General and Deputy Inspector General, stating they may transfer members "other than a supervisory officer" within their sectors or zones. Therefore, the authority to transfer supervisory officers is not delegated to the IG or DIG levels and remains with the Central Government.
