Explanation
Under Article 356 of the Indian Constitution, the Governor may recommend the imposition of President's Rule if they are satisfied that a situation has arisen in which the government of the State cannot be carried on in accordance with the provisions of the Constitution [2]. This is commonly referred to as the 'failure of constitutional machinery'. While the President can also act 'otherwise' (without a Governor's report), the Governor's specific role is to report on such a breakdown. The Governor's recommendation is not based on the advice of the State Legislature or the Chief Minister; in fact, it often leads to the dismissal of the State government and the suspension or dissolution of the Legislative Assembly [2]. The President then assumes the functions of the State government based on this assessment of constitutional failure.
