The Strategic Arms Reduction Treaty (START) is a series of bilateral arms control agreements between the United States and the Soviet Union (later Russia). START I was signed in July 1991 by U.S. President George H.W. Bush and Soviet leader Mikhail Gorbachev to reduce long-range nuclear weapons [c2][t2].
