Explanation
A 'Cut Motion' is a specific parliamentary tool used by members of the Lok Sabha to oppose or reduce the demand for grants submitted by the government. According to parliamentary procedure, these motions are introduced during the 'Voting on Demands for Grants' stage, which occurs after the presentation of the Budget and the subsequent general discussion. Historically, this applied to both the Railway and General Budgets when they were presented separately. Although the Railway Budget was merged into the General Budget starting from the 2017-18 financial year, the procedural mechanism remains the same: cut motions are moved to reduce specific demands for grants within the unified Union Budget [2]. There are three types of cut motions: Policy Cut (reducing demand to ₹1), Economy Cut (reducing by a specific amount), and Token Cut (reducing by ₹100). They are not applicable to ordinary Bills, Private Member's Bills, or Constitution Amendment Bills.
