Explanation

According to Article 109(1) of the Indian Constitution, a Money Bill shall not be introduced in the Council of States (Rajya Sabha). It can only be introduced in the Lok Sabha with the prior recommendation of the President. After being passed by the Lok Sabha, it is sent to the Rajya Sabha, which must return it within 14 days; the Rajya Sabha cannot reject or amend it, only make recommendations.

  • Ordinary Bills (Article 107) and Constitutional Amendment Bills (Article 368) can be introduced in either House of Parliament.
  • State Re-organisation Bills (Article 3) can also be introduced in either House, provided the prior recommendation of the President is obtained and the views of the concerned State Legislature(s) have been sought.
