E.V. Ramaswami Nayakar, popularly known as Periyar, joined the Indian National Congress in 1919. He was a staunch follower of Mahatma Gandhi during his early political career and actively participated in the Non-Cooperation Movement (1920–1922), even serving a prison sentence for picketing liquor shops and promoting Khadi.
He also played a significant role in the Vaikom Satyagraha (1924). However, he became disillusioned with the Congress due to its perceived Brahminical bias and the party's refusal to support communal representation for non-Brahmins. After his resolution for reservations was rejected at the Kanchipuram session in 1925, he left the Congress. In the same year, he launched the Self-Respect Movement to fight for the rights and dignity of non-Brahmins and Dravidians. Therefore, both statements are correct.
