The statement "Rajya Sabha is not empowered to entertain a motion of no-confidence" is not correct. Rajya Sabha, which is the upper house of the Parliament of India, has the power to entertain a motion of no-confidence. The Constitution of India does not restrict the motion of no-confidence to the Lok Sabha (lower house) alone.
