It gained international prominence in the context of environmental law as the namesake for the Cartagena Protocol on Biosafety, an international treaty governing the transboundary movement of Living Modified Organisms (LMOs) [1]. The protocol was adopted in January 2000 under the aegis of the Convention on Biological Diversity (CBD) to ensure the safe handling and transfer of biotechnology products that might impact biodiversity [1].
