Consultative Committees attached to Ministries are constituted by the Ministry of Parliamentary Affairs, which formulates guidelines on their composition, functions and procedures and not by individual Ministries or the President [1]. The Ministry of Parliamentary Affairs specifically deals with the constitution and administration of Consultative Committees and arranges their meetings; this responsibility extends to the Railway zonal informal consultative committees as well, with sixteen zonal committees for the Railway Zones being constituted by the Ministry of Parliamentary Affairs after general consultative committees are set up [2]. Members of Parliament representing the areas under a particular Railway Zone are nominated to the respective Informal Consultative Committee of that Zone [3].
