The Planning Commission of India was established in March 1950 as a non-constitutional and non-statutory body [4]. Instead, it was constituted through a simple resolution of the Government of India, specifically a Union Cabinet resolution [4]. This executive order defined its role as an advisory body to the Union Government, tasked with assessing national resources and formulating Five-Year Plans for economic and social development [5]. Because it was created by an executive decision rather than legislation or constitutional mandate, it is often referred to as an extra-constitutional body [4]. In 2015, it was replaced by the NITI Aayog through a similar cabinet resolution process [3].
