The Independence for India League was established by the radical wing of the Congress Party, with Jawaharlal Nehru as a significant leader. The league was formed in opposition to the Nehru Report.

Option 1 refers to the Gandhi–Irwin Pact, which was an agreement signed by Mahatma Gandhi and the then Viceroy of India, Lord Irwin, a different event and isn`t the reason for the formation of the league.

Option 2 refers to the Home Rule Movement; two simultaneous movements led by Annie Besant and Bal Gangadhar Tilak aiming at achieving self-rule for India. Again, it doesn`t relate directly.

Option 3, the correct answer, refers to the Nehru Report. This was a report proposing constitutional reforms for India, generated by a committee of the All India Congress Committee in 1928. The radical wing disagreed with its proposals, starting the Independence for India League in response.

Option 4 refers to the Montford Reforms which were brought by the British in the governance of India in 1919. They are not directly related to the establishment of the league.
