The Service Area Approach (SAA) was implemented under the purview of the Lead Bank Scheme in India. The Lead Bank Scheme was introduced in 1969 to ensure adequate flow of bank credit to underserved areas and to promote rural development. Under the Lead Bank Scheme, each district of the country was allotted to a particular bank, called the Lead Bank, which had the responsibility of coordinating with other banks and financial institutions to provide credit facilities to all sectors in the district.
