Reserving certain bills passed by the State Legislature for consideration of the President of India: The Governor may reserve certain bills passed by the State Legislature for consideration of the President of India. The President may assent to the bill, withhold his assent or return the bill for reconsideration.
The appointment of ministers and making the rules to conduct the business of the State Government are not discretionary powers of the Governor but rather a part of their constitutional duties.
