The correct answer is Punjab.

The Indian National Congress (INC) won the majority of seats in the 1937 provincial elections in eight provinces: Madras, Central Provinces, Bihar, Orissa, United Provinces, Bombay Presidency, Assam, and Sindh. However, the INC was unable to form a ministry in Punjab because the Muslim League won the most seats in that province. The Muslim League formed a coalition government with the Unionist Party, which was a party of landlords and religious leaders.

The INC was also unable to form a ministry in Bengal, but this was because the Krishak Praja Party, which was a peasant party, won the most seats in that province. The Krishak Praja Party formed a coalition government with the Muslim League.

In the other provinces, the INC was able to form ministries with the support of other parties.

So, the answer is Punjab.
